First, don't bother with laser hair removal…I can tell you from experience that it ISN'T permanent and the laser can damage your skin (I know from experience!)
The Nair is OK… but it stinks and it isn't very even. The best bet (if you REALLY want to remove the hair from your arms!) is professional waxing. It's a little painful at first, but it's much better for your skin and pros put creams on to protect the skin. Also, the hair should grow back thinner afterward. You won't see anychange in the hair with the Nair.
But, truly sister, I think you should think about living with the hair. NOBODY notices it as much as you do… having hair on your arms is totally normal, even dark hair! Don't let the magazines and media convince you otherwise. References :
